Abstract
The Workshop's objectives were to: i) analyze the main shortcomings of goverment in the region; ii) study the causes of these shortcomings, iii) evaluate the normative measures and reforms governments can adopt to improve the situation; iv) discuss how measures can be effectively put into practice; v) recommend priority actions to be carried out by the international community, and vi) examine how external cooperation agencies can contribute to the creation of a more propitious environment for the sustainable development of human and forestry resources.
