Uno de los más importantes desafíos de los líderes de la Organizaciones de Protección Fitosanitaria (ONPF) es hacer que los equipos de inspectores se comprometan con la visión sistemática de su que hacer, lo cual significa comprender que ellos y su trabajo son parte de un sistema de cuarentena, en el cual la ejecución de sus tareas es una parte importante y cuando las labores de intercepción e inspección fitosanitaria no se hacen o hacen de manera defectuosa, es el sistema en su totalidad el que falla.
